实施联合学位项目,提高学生国际化学习能力
我今天非常荣幸能够在这些尊贵的来宾面前发言。我衷心地希望本次论坛能够给我们指明未来合作和交流的方向。我们现在所处的是一个全球化的发展的世界。由于时间有限,我做了一套幻灯片,一些具体的内容,大家可以直接阅读我的幻灯片。
首先,我想给大家介绍一下高丽大学的情况。高丽大学成立于1905年,它领导了韩国国内的民主运动,也领导了国内的知识界运动。我校历史上发生过一些非常重要的具有里程碑意义的事件。高丽大学于1946年改名,我们在五年前庆祝了高丽大学的百年华诞。
我校致力于国际化发展,开展学生与教师的国际交流,并开设了大量用英语教授的课程。我校2/3的课程都是用英语教授的。同时,我校也参与了许多非常知名的国际组织和大学联盟。
提到今天的话题,我认为,实现东亚区域大学之间有效的合作和交流,应该更好地去把握未来高等教育发展的趋势。在高等教育国际化的过程当中,我们认为有四个发展的趋势,即联网、全球化、新型公共管理和高等教育企业的出现。
全球和本地化相结合,新型的管理模式以及高等教育企业。这里面有管理的信息,大家可以直接看我的幻灯片。在国际研究方面,2007年我发表的一篇论文中指出,大学应当加强合作与交流,不但要与本地的同行交流,还要与国际同行进行国际交流和合作。
为了加强我们的交流和合作,在东亚峰会框架之内,高丽大学致力于参与各个领域的学术交流工作。高丽大学目前提供了一系列的联合教学项目。这里有很多例子。首先有SQ亚洲MBA的课程。这一课程由三所大学联办,即上海复旦大学,新加坡国立大学,还有首尔的高丽大学。三校共同教授MBA的学历学位课程。此外还有商学位的项目,包括我校的工程学院和美国乔治亚理工学院合办的商学位项目,澳大利亚格里菲斯大学和高丽大学商学院合办的项目。
我们划拨了大量的资金,来提高学生的素质,向留学生提供奖学金,一些贫困的学生就接受了我们的奖学金。
我认为教育有两个组成的要素。其中一个是传道授业,解决学生的问题。在传道授业方面,我们的教学都运用互联网,在全国范围内实现这样的教学方式。我们的目标是教导学生如何学习,培养他们的批判性思维能力和解决问题的能力。这个是我们教学的重点,应该得到大家的重视,而不是简单地向大家解释一个知识。在这方面,我个人坚信,我们是可以学习借鉴的。
我希望,这次论坛能够为我们未来东亚的大学之间的合作打下更加坚实的基础,进一步加强我们合作的关系。

Dear University Presidents,government officials,and all the staff members who have devoted their time and effort to host this event,I feel very much honored to be here and to be able to deliver a speech on the theme of how to strengthen the educational cooperation and exchanges under the 10+6 frame work.
Before I make comments and suggestions on the theme,I would like to give a brief introduction of Korea University to you.Having been founded as Bosung College by the treasurer of the Royal Household under the Chosun Dynasty in 1905,Korea University is proud of its century-long tradition of leading the nation in intellectual thought,and the movements for democracy and freedom.This slide indicates important dates in the history of the university fromits foundation,early expansion up to our Centennial celebrations in 2005 and our recent“Declaration of Vision”proposing goals for the future development of Korea University up to 2030.
This slide shows general statistics about Korea University including number of students,faculty,and staff members.In terms of internationalization,it is noticeable that we currently deliver over 40 percent of all its undergraduate courses in English,and also belong to two prestigious international associations of universities——APRU(Association of Pacific RimUniversities)and U21(Universitas 21).For 2010 QSWorld University Rankings,we are ranked at 191.
Before we move on to the main subject,I believe it is essential for us to comprehend the future trends in global higher education.For this analysis I am relying on the work of Professor Marijk van der Wende in an article entitled“Internationalization of Higher Education in the OECDCountries,Challenges and Opportunities for the Coming Decade”,published in 2007,in the Journal of International Education.In the article,four possible scenarios such as open networking,globalization,new public management,emergence of higher education Inc.,are being described.What these scenarios imply is that universities are intensifying exchanges and cooperation locally and globally,as we witnessed it fromEuropean Union launching‘the Erasmus Mundus Program'.
In this regard,to strengthen the educational cooperation and exchanges under the East Asia Summit Framework,I strongly believe Korea University is able to contribute to academic exchanges on various aspects among participating universities.In terms of student mobility,Korea University currently offer a number of joint educational programs such as our“S-cubed”trio MBA programwith Fudan,NUS and KU.We also have dual degrees established with the Georgia Institute of Technology and our College of Engineering as well as between Griffith University and the Korea University Business School.(www.xing528.com)
Also regarding scholarship program,we also have allocated significant financial resources to providing talented and deserving international students from countries like Mongolia for example,with the finances they need to become an international degree seeking undergraduate student at Korea University.
The future horizons of the higher education systems in the East Asian countries and their international cooperation programs are still wide open.The mapping of such a programunder the East Asia Summit Framework is thus a long-termand very ambitious project that will involve forging innovative part-nerships among universities,government and community stakeholders.
I truly hope that this eventwill bring amore solid base for East Asian universities to build upon a successful collaborative relationship.
