尊敬的主席,尊敬的各位来宾,女士们,先生们:

今天,我希望给大家介绍一下哈桑诺丁大学在国际合作方面的经验。第一点,根据哈桑诺丁大学2006—2010年发展战略,在过去的四年,我们一直把国际学术合作作为最优先开展的项目之一。我们为此实施的各种举措主要是为了达到以下四个目标:(1)使我们的教学质量尽量达到国际标准;(2)用国际化的眼光开展各种学术研究,增加在各种国际化学术刊物上论文发表的数量;(3)使我们的学生能在更多国际学术竞赛中获奖;(4)在各种国际论坛中宣传哈桑诺丁大学的刊物,提高哈桑诺丁大学的知名度。

第二点,跟国际上其他高等教育机构开展广泛地合作与交流可以有力提升我们大学在各方面的竞争力。换句话说,我们可以制定一系列的日程表,我们的宗旨就是通过这样的合作,来提升我们在国际上的竞争力。

第三点,我们有着越来越多的外国留学生到本校学习。这些留学生来自很多国家,包括东盟的一些国家。所以,我们要针对这些留学生进行相关的培训和教育。

第四点,我们在国际上已经有一些合作伙伴,我们跟很多大学进行有益的竞争。

第五点,我们还在积极地开发合作项目,主要是针对高等教育方面。我们不断地进行与高等教育有关的师生方面的交流,促进这方面的交流活动。

第六点,就全球经济趋势而言我们可以看到,经济危机对于整个地区的国家都有影响。在全球化的竞争中,我们大学希望能够在与其他大学的交流与合作中受益。因此,我们在国内、国际上都开展了广泛地合作。

这样,就需要我们不断地改进我们的课程和提升我们的教学质量。在东亚峰会框架下,哈桑诺丁大学不仅与国外的一些大学在课程设置方面进行广泛的合作,还不断地提升学术研究方面的合作。我们希望与各国高等教育机构开展广泛的合作,我们的外长在2000年的时候,就强调这一点,今年再次强调了这一点。在高等教育方面的研究不但有助于东盟国家经济的发展,也能缩短我们之间发展的差距,同时,对于这个地区的所有国家都是非常有好处的。

当然,在这其中我们会遇到一些共同的问题,比如说有关的安全问题和教学质量的问题。我必须在这些方面加以补充,因为我们面临的一些较为严重的问题,都需要我们共同去面对和解决。我们开展的学生和老师的交流合作活动能够提升我们在国际上的竞争力,我们希望使我们的大学在东盟区域中树立一定的形象,我们还将开展更多的交流活动。

第七点,就我国政府和其他利益相关方而言,他们也是非常关注高等教育发展的。大家可以看到,我们在这些方面作出了很多努力。

A Few Thoughts to Share for Developing
the Cooperation and Exchange Programunder

East Asia Summit Framework

International Academic Cooperation has been defined as one of the priority programs in Hasanuddin University for the last four years based on the Strategic Planning for the year of 2006 to 2010.The activities are focused to carry out several agendas,these are to improve:(1)the learning quality to appropriate in international standards;(2)the research activities within international perspectives and increasing its publication in international academic journal;(3)student performances in winning international academic competitions;(4)international promotion and publication of Hasanuddin University in international forum.

The achievement of these agendas in 2010 can be measured by several indicators as follows:(www.xing528.com)

1.Increasing numbers of Higher Education institutes to those that have been cooperating with Hasanuddin University.The cooperation aims to support the implementation of learning quality and research activity undertaken in respective institution.Some partners fromuniversities in East Asia countries such as Japan,South Korea and China have been considered as bench mark institu-tions for Hasanuddin University whereas lecturers,researchers,and students are possible to improve their academic competencies in those universities.

2.By improving the collaboration with international Higher Education,it has significantly contributed in realizing one of Hasanuddin University missions,which is to become a communiversity,which means a university in the vicinity of community goals and agendas.The strategic issue in this mission is to improve the role of Hasanuddin University in enhancing the nation's competitiveness in the international level.

3.Increasing numbers of students fromabroad and guest lecturers who come to study and lecture at Hasanuddin University.They come fromseveral countries in East Asia,USA,Germany,China,Japan,South Korea,Italy,France,Scotland and Egypt.Accepting students,guest lecturers and researchers fromabroad is also beneficial for bridging an identity gap between Indonesia and their origin countries.

4.Winning some student international competitions.For instances in the field of Art,Hasanuddin University students won the Folklore Category in the competition held in Graz(Austria),Seoul(South-Korea),and Xian men(China).

By looking at the experience of carrying out cooperation programs between Hasanuddin University and Higher Education abroad,there are a few thoughts to share for developing the Higher Education cooperation and exchange program under East Asia Summit Framework:

1.The economic globalization has emerged job and employment opportunities across the country and entire region.This has made the university graduates fromIndonesia(similar to other countries in ASEANand EA)to compete tightly with the university graduates fromother countries,either for job in their own or outside the country.This situation reminds us of the need to establish curriculum,learning quality,and other academic standards for higher educa-tion under the same framework in ASEANand East Asia countries which meets with the international character of labor market.

2.Reinforce the collaboration scientific research undertaken by the Higher Education institutions under a road map research.Refers to the need that highlights by East Asia Foreign Ministers in the meeting in Hanoi July 2010,then research road map should contribute in strengthening the rapidly emerging economies in ASEANand East Asia countries,bridging development gaps,and promoting connectivity in both ASEANand EAS countries.Besides that,there are the issues including matters of common problems that faced by ASEANand East Asia countries,such as food security,dramatic climate change,energy crises and security,identity-based conflict,disastermanagement,and some other important issues.

3.The student,lecturer and researcher mobility attending the exchange programis very significant to increase their international competencies.However,the exchange programs furthermore have to address on significant endeavor to build a shared identity in the ASEAN and EA region that in turn will bring increased security to a region and resolve all disputes by peacefulmeans.

4.Contribution fromthe government and stakeholders are highly needed.

1995年起,哈桑诺丁大学性别研究中心研究员。

1998年起,哈桑诺丁大学社会学和政治学学院讲师。

1999—2000年,南苏拉威西岛小型灌区管理项目性别专家。

2001年起,哈桑诺丁大学人权中心争端解决所协调员。

2001—2002年,基于社区的都市基础设施管理项目社区专员。

2003年起,负责世界银行第二期消除城市贫困项目,苏拉威西岛区域负责人。

2006年起,哈桑诺丁大学副校长,分管规划、发展和对外合作工作。
