谢谢主席先生!各位代表们、观察员们、女士们、先生们:大家好!
我非常高兴今天代表澳大利亚政府来参加“东亚峰会高等教育合作论坛”,我们非常重视此次交流思想的机会,我们希望就高等教育的合作,就一些重要的领域发表我们的意见。
澳大利亚致力于建立一个高等教育国际合作与交流的平台,同时也积极地倡导我们要实现各国之间互惠的合作,实现学生流动。我们重视高等教育的发展,我会向大家介绍澳大利亚高等教育改革的一些预期目标;此外,我要介绍我们保持一个具有活力的高等教育体系并使其国际化中所做的工作,我还要强调我们提升学生学习的成果和经验。同时,澳大利亚积极促进多边接触的体制的搭建,实现我们本区域教育系统的统一。澳大利亚实现了很多的改革,涉及很多方面。这个主要是我们国际化的需求所驱动的,我们希望与其他国家合作,我们也受市场需求力的驱动,我们希望培养出来的学生,在全国都具有竞争力,我们在国内设定了各种各样发展的目标。
我们于2005年规定50%的人口都有学士学位,现在只达到30%左右,还将努力使我们的学生也获得教育。我们希望到2020年,在贫穷的学生中,20%的学生可以获得高等教育,而现在只有16%的学生可以获得高等教育,这是因为我们有些地区的学生离高校比较远。所有的这些目标,都意味着我们需要极大地提高高等教育和教学质量,同时也能够满足国际学生的需求。从2020年开始,澳大利亚的所有公立大学在办学时都以学生的需求为导向,政府提供所有的资金主要用于本科生。每个大学将由自己来决定,它们可以提供多少学生学习的机会,这个改革会使我们的学校,能够更好地满足学生的需求和雇主的需求并能满足未来扩招的要求,它是一种基于需求驱动的融资机制,这里面必须要有强调教学质量的标准化管理。所以我们在这方面也有一些保障教学质量的安排。我们将在今年12月成立制定高等教育质量标准的机构,它会成为国家级的管理机构。此外,我们还有一个网站,可以提供各种各样的信息,包括教学质量、教学费用、师生比例等等信息。
我们知道,我们在座的来自东亚地区的大学校长,澳大利亚教育部与他们有着很紧密的合作和联系。澳大利亚这种基于国际化建设的视野的做法使得越来越多的国家和区域已经看到了国际化的重要性,并制定了策略来实现国际化。澳大利亚政府意识到学生和学者获得国际经验的好处和重要性。所以我们现在正在持续提供各种各样的机会,使我们的澳大利亚人能够到国外进行学习深造,同时我们也向外国人提供教育资源,目前有1500名外籍人员赴澳大利亚进行教学科研工作,同时也有1500名澳大利亚人进入了东盟的各国学习和深造,他们会有国际化的眼光、国际化的视野。我们设立了澳大利亚国家奖学金已于2009年11月启动,这个计划将会继续提供与教育国际化相关的专业,而且为建立教学科研方面的联系作出积极贡献。
下面,我向大家介绍一下,我们如何能够更好地保障学生交流,如何确保这些赴澳留学的外国学生有一个完美的、学习的体验。澳大利亚政府于2009年通过了一个关于外国留学生的立法,主要涉及以下几个方面:首先向国际学生提供更多的资助和信息,改进澳大利亚负责国际化部门的监管,加大它们对在澳大利亚学习者的支持力度,澳大利亚中央政府也与地方政府紧密合作,与地方学生进行信息沟通。
我介绍一下多边合作。澳大利亚非常重视确保我们国际化体系发展的活力,同时,我们这个系统还与其他该区域的系统进行互动,这些多边合作是为了实现这些目标的有效方法。各个国家都要建立自己的系统,在这个背景下我们要有一个透明的教育系统,我们要促进跨境的学习和服务,提供服务上的交流,我们要提高和改善教育的质量和数量,我们要鼓励知识文化的交流。同时我们要进一步加强区域的经济整合和一体化的工作,我们要有质量的保障,我们要加强政策支持,我们要进行资质的认证,教育与其他领域相比有许多的不同。一体化可以使我们各国的高等教育实现一种互动,增强本国的高等教育,使本国人得到实惠,他们将会更加有信心,因为将能得到教育系统中的高质量教育。
澳大利亚非常积极地参与东亚峰会框架下的各种合作,因此在这个非常优秀的论坛中,我们可以探讨通过区域的教育合作,使成员国受惠。我们的人口占到全球总人口的49%,这个区域是一个多元化的区域,虽然我们各自的发展水平不同,各国有着丰富的资源。我们重视教育的发展,教育能实现个人以及集体的发展,我们这个区域的多样性,也给我们获得很多发展的机会,我们可以帮助不发达国家,先进的国家也可以通过与他们合作来获得自身的经济利益。
在东亚峰会框架下,澳大利亚已组织了两次研讨会,分别于今年的5月在雅加达和9月在普吉岛举办,目的是呼吁大家着眼于教育的合作,我们也希望就相关的话题进行进一步的讨论。
澳大利亚还非常重视学历互认,我们过去有一个东亚成员国的教育大会,今后我们打算在亚非拉国家中吸收新成员进行合作。最近我们与中国也签署了协议,在过去的30年的各种工作证明了我们的合作是非常有成果的。我想,我们与其他东亚峰会的成员国在这方面也可以效仿中澳两国的经验。我们可以通过建立这种合作的关系,进一步推进我们的科研工作。
最后,我想说,最重要的是我们在这次论坛上作出的各种各样的决议,实现学生和学者之间的交流,建立相应的机制,给他们提供更多的机会去投资、去参与各式各样的活动,这样对实现双赢至关重要。我们要建立这种公开、公平的教育系统,推动人和机构之间以及思想之间的交流,求同存异,进一步实现人与人之间的交流。

Delegates and observers,ladies and gentlemen.
I amhonoured to be here today representing the Australian Government.
The East Asia Summit region is immensely important for Australia.
We value the opportunity to exchange ideas with you on the very important area of cooperation in higher education.
Australia is committed to an internationalised higher education sector and is a passionate advocate of the mutual benefits to be enjoyed fromthe mobility of,and exchange between,students,academics and institutions.
Today I will briefly outline three aspects of Australia's international engagement on higher education,in particular:
* our commitment to regional cooperation to contribute to the internationalisation of higher education.
* our robust international higher education sector.
* our currentmultilateral work,particularly in cooperation with the East Asia Summit,towards regional harmonisation of education systems.
Internationalisation in Higher Education
Australia is committed to an outwardly engaged,internationalised higher education sector.
Australia is a substantial and long-termeducation partner with countries in the region and the Australian Government understands the importance of students gaining international experience.
That is why we are continuing to create opportunities for Australians to study,conduct research and undertake professional development opportunities overseas.Of course we also provide opportunities for international students and professionals to do the same in Australia.
Through a range of programs,more than of 1,500 individuals fromEAS countries have undertaken study,research or professional development in Australia.Over1,500 Australians have done the same in EAS countries.
Those undertaking these opportunities will be our future leaders–leaders with an international outlook in this increasingly globalised world.
The Australia Awards initiative-the Australian Government's main scholarship program–thatwas announced in November 2009,will further focus on building education,research and professional linkages between Australia and the region.
Quality and Student Safety
Australia has put in place a number of initiatives to protect our reputation for quality education and training and to be responsive to student interests.
In late 2009,the Australian Government commissioned a major review of the legislation concerning Education Services for Overseas Students.
The final report arising fromthis review resulted in 19 recommendations to make the sector stronger,simpler and more sustainable.
Recommendations include changes to improve the experience of international students choosing to study and live in Australia such as:(www.xing528.com)
* more support for international students and improved information.
* stronger consumer protection mechanism.
* improved regulation of Australia's international education sector.
* improved support for those who study and live in Australia.
The Australian Government is also working closely with the states and territories to finalise an International Student Strategy for Australia.The strategy will improve the quality of the international student experience in Australia.
Multilateral Cooperation on Education
As well as ensuring the robustness of our own international tertiary education system,Australia is interested in how that systeminteracts with others in the region.Multilateral efforts are a particularly efficientmeans for pursuing the goal of transparentand simplified interfaces between different national education systems.
Open,transparent and harmonised education systems:
* facilitate the cross-border flow of investment,academics,students and providers.
* increase the quality and quantity of education offerings.
* encourage the transfer of ideas,technologies and cultural understandings.
* increase regional economic integration.
Importantly,these benefits,being based on systemic reforms,are self-sustaining.
Priority areas for harmonisation are quality assurance,provider registration and accreditation,qualifications recognition,programcontent and delivery and data collection.
Harmonisation does not mean standardisation.Education systems across the region are necessarily different.Harmonisation will however allow these diverse systems to interact,thereby building the capacity of domestic systems and empowering individuals within those systems to navigate among them,confident in the basic quality and transferability of the educational benefits derived.
Education cooperation in the EAS
Education cooperation is a critical area for the region's development andAustralia is keen to work with countries in the East Asia Summit on this important area.
The EAS is an excellent forumformaking real gains through regional education cooperation.It boasts 49%of the world's population,complementary and dynamic economies,and a depth of expertise and experience.
The EAS region is diverse but this is also a strength.Despite the disparate levels of development to be found amongst EAS member countries,the EAS is characterised by economic dynamism,rich human capital potential and a commitment to education as a primary vehicle for individual and collective advancement.
The diversity of the EAS is a strength that presents opportunities for education.The region as a whole stands to benefit fromcloser education cooperation as less developed member countries benefit fromthe experience,expertise and resources of more developed member countries while all countries will benefit fromthe economic and social benefits arising fromthe rapid growth across the region.
The EAS is strengthened by having at its core the ASEAN countries with a strong history of cooperation,consensus and with a regional integration agenda. The addition of the+6 countries to this core grouping provides economies of scale,tremendous growth potential,and additional expertise and resources.
At the 4th East Asia Summmit,Australia offered to work with the ASEAN Secretariat to forma taskforce of senior education officials and convene two workshops to progress education cooperation between EAS countries.
These workshops have been successfully held;the first in Jakarta in May,the second in Phuket in late September.The outcome of those workshops is a suite of regional education cooperation proposals,across all sectors of education,including five in higher education.
Cooperation in science and research
Some of the EAS members are amongst?Australia's most important science and research partner countries.
Recently,Australia and China celebrated the 30th anniversary of our treaty on science and technology cooperation.?The achievements of the last three decades show clearly the benefits of collaboration for both countries.?Similar benefits have been realised through collaboration with other members of the EAS.
In Australia,and many other countries,international research collaboration is becomingmore?importantover time.Science advances through building upon previous results.?Scientific research involving international collaboration is on averagemore highly cited,meaning it ismore useful to a broader range of other researchers.
Conclusion
In conclusion,what is most important is that the actions that we take in this forum to cooperate on education in the EAS region that will enable students,academics and providers to exercise their choices to consume,deliver and invest in high quality education to our mutual benefit.
More and better education in the EAS is a win-win for economic,social and political development in the region.
Regional cooperation to promote harmonised open and transparent education systems which promote the movement of ideas,people and providers will allowus to share our strengths and address our weaknesses,while building the EAS region through people-to-people links.
