泰国有效利用现有区域交流平台推动高等教育交流与合作

尊敬的各位官员、各位来宾,尊敬的主席先生,尊敬的各位驻华使馆代表、领事代表,女士们、先生们,我非常高兴,也非常荣幸能够参加此次“东亚峰会高等教育合作论坛”。借此时机,我要感谢中华人民共和国教育部,邀请我参加此次重要的教育论坛,我看到很多教育官员和学术界的知名人士都齐聚一堂。
我们相信我们在塑造东亚各国高等教育的未来时,能够起到积极的作用。在此,我也要感谢此次峰会的主办方,感谢你们及时地举办了此次盛会,使我们能够分享我们的想法,也能够加强本地区教育领域的合作。在这样一个充满竞争性的全球化的世界中,我们认识到身处知识、经济中,知识的作用变得越来越重要,我们所有的人充分意识到教育的重要性,以及它在一个新型的经济中所扮演的重要角色。我们相信,教育是一个有益的产品,是一个巨大的驱动力,能够驱动经济的发展。从新的世纪开始,大多数东亚国家已经获得了更高的经济和社会发展的增长力,但是,我们也经历了高等教育大规模的扩展时代。除了我们在入学率方面不断增加的数据,我们在东亚高等教育方面有一个非常明显的情况,强调了教育和大学教职员工的重要性。这次峰会是一个重要的里程碑,能够促进我们的合作关系,进行经验分享,在东亚峰会的框架内进行更紧密的合作。我当然更希望我们能够找到共同的语言和共同的利益,以便能够提升我们在教育领域的合作。
尊敬的各位来宾,女士们、先生们,我希望能够和大家共同介绍一些目前已有的教育平台,而且我们已经进行了一些有关的试点工作,有的是刚刚开始,在这儿举一些例子,请大家从这些例子来看一下有没有区别:
第一,对于高等教育体系的整体规划,或者是和谐化。几年前,在我们的高等教育中心,发起了高等教育共同的项目,这就是说,我们希望能够参考欧盟的一体化进程,把它作为我们进行高等教育整合的一个模型。其中,包括有关的质量保证、学位转让,或者是资质的框架,或者是有关学位的补充方面有一些具体的、共同的惯例。我们的目标就在于希望能够对学位建立一定的共同认证的机制,并且能够希望就机制建立起共同的平台,以便进行有关东亚高等教育体系移动性方面的提升。
第二,涉及了在东亚的区域地,我们希望能够就学生的移动性进行提升。我们有马来西亚、印尼、泰国的移动性项目,我们简称为“MIT”项目,这个项目是从2010年学术年度开始的,我们的这个项目旨在提升要毕业的学生,在三个国家、五个领域自由移动,包括农业、酒店、酒店管理等方面,也包括东盟国家的语言和文化,我们的宗旨是希望在东盟国家内,就这些领域和学科的学生进行自由移动。另外,我们的目标也包括了“10+6”的学生。
第三,关于联合师资的培训项目。拟放在第三次东盟的学术合作中,我们有很多的工作,我们要建立这样一个联盟。它提供各种各样的师资培训,涵盖了本地区所有的大学,这个项目可以说是联合开发的项目,要服务于我们高等教育发展的需求。
第四,推动学生的活动,泰国的大学和其他东盟国的第四项领域就是要让学生去体验其他国家的农村、社区开发活动的经历。泰国的学生我们把他派到了其他国家,他们能够去其他青年营工作。学生可以很好地进行生活、思想、经验的交流,服务于社区。
第五,也是很重要的一点,东盟的研究发展。最近在东盟有一个发展趋势,研究集群。到2010年11月底,泰国的高等教育委员互帮共识,将会主办一次有开拓性的东盟各国研究集群研讨会,我们会邀请所有东盟成员国的学术团体和政府高官来参加这个大会,这个大会的目标是识别我们共同的关注点。鉴于这种研究集群,这一倡导得到了东盟成员国学术团体、学术机构的普遍赞赏。同时,还会有东盟国家的一些大学主办论坛。
另外,我们的研究集群还有一些一般的目标,包括一些东盟学术资料引用索引的体系,同时出版有关东盟的研究杂志。在这方面,我也想邀请所有关注或者有兴趣参与东盟研究集群开发的人士赴泰国曼谷参加我们举办的上述会议。
同时,我要提出一个高等教育的原则:
第一点,“东亚峰会高等教育合作论坛”应该成为加深各方理解合作的平台,最后实现互惠互利的目标。
第二点,我们已经意识到,我们东亚峰会的成员国有着丰富的多样性,而且我们要充分尊重各成员国的特点。
第三点,我们在这个联盟当中,经济条件比较好的一些成员国,应该慷慨解囊,提供一些资助,帮助其他成员国发展。
第四点,要平等地对待成员国,提供平等的机会。
在未来,我希望“10+6”的成员国,找到一种办法,建立一个慈善基金的机制,减少发展的差距。
最后,祝我们区域的和平共处和繁荣。

President Rectors of Universities in the Region,
Distinguished Delegates,
Ladies and Gentlemen,
It ismy pleasure and privilege to participate in the East Asia Higher Education Cooperation Forum.On this occasion,I would like to expressmy sincere gratitude for the Ministry of Education of the People's Republic of China to invite me to join the gathering of the prominent education administrators and academics who had played significant roles in shaping the future of higher education in East Asian Countries.I would also like to appreciate the Organizers for this timely event to allow us to share our perspectives and to foster regional higher education cooperation.
In the competitive globalised world together with the ever-increasing importance of the knowledge-based economy,all of us are well aware the importance of education and its roles in the creative economy.We believe that education ismerit goods and higher education is a great driving force for social and economic growth and development.Since the turn of the new century,most of the East Asian countries gained higher social and economic development growth,But we all experienced similar phenomenon of the massification of higher education.Except the increasing number of enrollment,One of the most obvious evidences in higher education of East Asia is the cross-border educa-tion and mobility of university staff and students.Therefore,the meeting today is a significantmilestone in building our relationships and providing us with opportunities to share and exchange our views and experiences to foster closer cooperation on higher education among ASEAN+6.I certainly hope that we will find our common understandings and mutual interest in enhancing our cooperation in higher education even further.
Distinguished delegates,ladies and gentlemen,I would like to share with you some of common platforms of Higher Education cooperation in ASEAN which are existing,pioneering,or starting.for example:
1.The Harmonization of Higher Education System.
A few years ago the SEAMEO Regional Centre for Higher Education and Development or in short SEAMEO RIHED had initiated a higher education common space in South-East Asia by adapting the Bologna Process of the European Union as a model for higher education harmonization.It is including common practices in quality assurance,credit transfer,qualifications framework,degree supplement,etc..Our common goal is to establish amutual recognition of degrees and common platform of qualifications and mobility of the South East Asian Higher Education System.
2.The Promotion of Students Mobility.
The second joint effort of South East Asia Region is the implementation the Malaysia-Indonesia-Thailand Mobility Programme or“MIT”Programme starting from the academic year 2010.The project promotes undergraduate students mobility among three countries in five areas namely:agriculture,food processing,international business,hospitality and hotel management,and ASEAN languages and culture.The first year aimed to exchange only five students in each discipline fromeach country.The goal is to expand student mobility to include ASEAN Plus Six.It is hope that the students mobility will enhance better understandings among ASEAN youth leading toward the integra-tion of ASEAN Community by the year 2015.
3.The Joint Faculty and Staff Development Programme.
The third ASEAN academic cooperation is in the field of faculty and staff development.Before moving fast to any platforms of cooperation,we should look back to the need of capacity building and human resource development of our higher education system.Thailand with the cooperation of Asean University Network(AUN)and SEAMEO RIHED had provided various training programmes for faculty and staff of universities in the Region.These programme were jointly developed in order to serve the needs for development.
4.The Promotion of Student Activities.
The fourth cooperation between Thai and universities in other ASEAN member countries was the exposure of students to rural and community development in another ASEAN country.Thai students were sent to rural areas of ASEAN countries and they were given opportunities to work together in a youth camp.This way,students had had good experiences to exchange their viewand to learn leadership skills in community services and development.
Last,but not least,The ASEAN Reseatch Clusters development.The latest development in ASEAN is the cooperation in establishing ASEAN research clusters.At the end of November 2010,the Thai Office of Higher Education Commission will convene a Conference on Pioneering ASEAN Research Clusters by inviting all members of ASEAN academic community and higher education management Executives to participate in a two-day conference.The goal of the Conferences is to identify common interest in establishing research clusters which are our strength and serve our needs for future development in the Region.This initiative is widely accepted by members of ASEANacademic communities to work together to establish a number of research clusters hosted by members of ASEAN universities.The other objectives of the ASEAN research clusters include effort to establish a common ASEAN Citation Index andASEAN research journal.On this occasion,Iwould like to invite those who are interested in the ASEAN research cluster development to join the Conference in Bangkok on 26 and 27 November 2010.
In conclusion,I would like to propose the principles for cooperation of Higher Education in the Region as follows:(1)The East Asia Higher Education Cooperation Forumshould be a platformfor enhancing better understanding among members and our cooperation should be for themutual benefit of participating members.(2)We should be aware of the diversities among members and accept status of amember as it is.(3)Well-offmembers should earnestly offer to lend their hands to assist other members.(4)All members should be treated as equal and provide equal opportunity for all.
In the future,I wish members of the ASEAN+6 will come to a resolution to establish a philanthropic foundation to support the narrowing of development gaps amongmembers thatwill lead to peaceful co-existence and common prosperity of our community at large.

苏马特·亚姆农博士,1951年3月出生,1984年获美国北科罗拉多大学博士学位,2007年10月至今担任泰国教育部高等教育委员会秘书长。历任泰国大学事务部处长、高等教育委员会副秘书长、2007年曼谷大学生运动会组委会执行主任等职。1996年至今兼任若看公立和私立大学校务委员会委员,对改进大学管理具有浓厚的兴趣。
