尊敬的主席先生,各位来宾,女士们、先生们,非常高兴能够参加此次“东亚峰会高等教育合作论坛”,能够和在座各位教育界的官员和学术界人士集聚一堂,参加这次会议。非常感谢中国教育部能够邀请我们来参加这次会议,也要感谢作为承办单位的云南省教育厅和云南大学,使我们大家齐聚在一起

教育在缩减各国发展的差距方面是非常重要的一个因素。随着中国在环球经济中崛起,通过不断地发展与合作,中国现在毫无疑问已经成为一个经济的主要实体,21世纪已经成为亚洲的世纪。但是作为全球面积最大,最具活力的亚洲的教育代表,我们还是面临一些重大的挑战,比如说,在开发人力资源方面我们现在还是落在了欧洲和北美之后,在社会变革方面也落在了后面。在不断全球化的过程中,亚洲需要建立起区域化的标识,以便像欧美那样能够取得成就。我们在泛亚方面已经进行了很多的探讨,这些探讨已经开始了。

另外,我们就单一货币文化、市场等合作方面进行了很多的探讨,以便能够加强这方面的合作。高等教育方面的合作,能够给我们提供更多的驱动力,我们能够进一步探索社会发展中的巨大的潜力。东亚人口总和为亚洲之最,而且呈现多元化,这就是我们彻底践行我们的职责所面对重要的挑战。因为标准化的努力是我们所需要的,能够使我们的大学培养出受过训练的高素质的毕业生,能够应对我们现在复杂的挑战。它也证明教育的影响力非常巨大,对人力资源开发要不断地进行提高,不断地就我们的质量进行提升,我们要不断地进行这些方面的投资,以便能够应对在扶贫可持续发展方面的挑战。

我很高兴地告诉大家,菲律宾总统阿基诺三世已经在正式场合表示,要把教育放在重要的地位,要不断地提高执政的民主性、透明性。我们坚信菲律宾能够为东亚和世界作出应有的贡献。我们在学术研究和人力资源培训方面已成为亚洲的重要中心,特别是英语培训。我们在性别、妇女儿童的方面进行更多的工作,我们也在科学技术、数学、数码技术等方面努力。我相信我们能够通过努力来获得我们所需要的技术,同时能够与我们的邻居进行合作、进行对话和交流展示我们的优势。

今年8月,在贵阳举行的东盟教育部长圆桌会议上,菲律宾的教育部长兼高等教育委员会主席,当时也作出了承诺,表明我们是致力于实施有关教育的改革和地区的合作的。我们也鼓励要进一步取消在有关学生认证方面的障碍。同时,我们也希望能够尽量建立起标准化的体系来认证学位、学分等等。我们也要进一步支持中国—东盟委员会在人文交流和合作方面的工作,这些工作包括了教育、文化、医疗运动、旅游等等,我们也鼓励双方的高级官员和科学家的互访,进行进一步的交流。我们鼓励设立奖学金和区域内学生流动。当然,区域内的教育质量的提高还有赖于高级学者的互动,建立相应的支持机制,这样他们能够充分地积累知识,把知识传递到相应的国家。

我们基础的教育是普通适用的,高等教育也是有选择性的,而且要有高质量。我们的地区缺乏一种对话和咨询性的机制,因此我们就不能够进一步促进相应的沟通。对于亚洲国家而言,他们代表着不同的发展层次,所以我们这里所使用的平等原则也决定了我们对于标准而言是得到同样的升级和改进。菲律宾认为贵阳的宣言是非常关键的一步,能够帮助我们进一步消除教育方面的不平衡,进一步整合教育资源,同时能够强化各个地区之间文化的交流。这对我们来说有着共同的好处。

我们应利用已有的政策来提升我们的竞争优势。我们的交流应该成为一个知识库,同时能够增强我们提升效率方面的潜力。我们还要能够施加影响力,使人民的生活方式本着低碳的原则进行。为满足我们面前所面临的各种挑战的要求,我们需给予大众更多的权利,引导我们的高等教育合作进程与东亚地区的发展一样繁荣并且更加和谐!

“Cooperation and Development of Higher Education
under the East Asia Summit(10+6)Framework”

I amdeeply honored to join this distinguished group of education officials fromEast Asia at the East Asia Summit Higher Education Cooperation Forumin this beautiful city of Kunming.The participation at this meeting of countries fromthe developing world as well as emerging global economies highlights the diversity of this unique and important gathering.I thank the government ofChina for inviting us here today.

I should also like to commend the Chinese Ministry of Education and Yunnan University for initiating discussion on this very timely and relevant issue of cooperation and development of higher education under the East Asia Summit Framework.As we all know,education is one of the priority areas of East Asia Summit Cooperation.We all agree that education is an important factor in human resources development,poverty alleviation and narrowing the development gap.

With the unprecedented rise of countries like China in the global economy,it has become increasingly clear that the 21st century is now the Asian century.With its love of learning and invention——as well as its policy of providing assistance throughout the global South——China is undoubtedly one of the primary engines of growth in the world today.(www.xing528.com)

But,as higher education representatives fromthe largest and most populous continent in the world and this dynamic region bracing for increasingly greater economic integration,we also confront critical challenges.Today,we continue to lag behind Europe and North America in developing human re-sources to spur economic growth and social transformation.In an ever-globalizing world,Asia has yet to establish its own regional identity the way the European Union has done.Initial talks on pan-Asian formations have already begun,of course,with ongoing discussions on things like the creation of a single currency and a common market,as well as the need to strengthen cultural,geo-political and strategic cooperation across the region.

Higher education institutions provide the flesh to the frameworks of exchanges,interaction and innovation that celebrate the spirit of East Asia's growth,our people's capability and our societies'enormous potentials.

Our vast population and diversity and the uneven levels of education throughout the region are one of our key challenges in this task.Standardization efforts are necessary to enable our institutions to educate trained,skilled and highly specialized graduates who can help our respective countries——and the region as a whole——cope with the complex challenges of the present century. The history of human civilization attests to the impactof education,training and research on human resource developmentand the quality of life is profound.Investments seeking to better equip people to rise to personal and social challenges are fundamental elements in poverty alleviation,sustainable development and social transformation.

I ampleased to informyou that the new president of the Philippines,Benigno S.Aquino III,has officially pledged tomake education a top priority.In both his Inaugural and State of the Nation addresses,President Aquino also clearly emphasized democracy,transparency and good governance as priorities. We believe that there is much that the Philippines can contribute to East Asia and the rest of the world.We have become a vital center for academic and professional training in Asia,as well as for English language acquisition.Furthermore,we continue to remain fairly advanced in terms of gender empowerment,as well as in the education of women and girls.But the Philippines still needsto strengthen its programs in such areas as science and technology,mathematics,digital technology,to cite but a few examples.We hope thatwe will be able to acquire both the skill sets that we need,and impart those that we excel in,to and fromour neighbors in East Asia,through cooperation,dialogue and exchange.

During the ASEAN-China Education Ministers Roundtable Conference in Guiyang in August,the Philippines,through Minister Dr.Patricia Licuanan,Chairman of the Philippines'Commission on Higher Education,pledged its commitment to the Guiyang Statement on education reformand regional cooperation.We encourage the removal of barriers in accrediting students fromdifferent countries,as well as the establishment of standardized systems for the recognition of degrees,credits and subjects.We further support the China-ASEANCommission on Humanities Exchange and Cooperation in education,culture,health,sports,tourism,media and the arts.We also encourage scholarships and student mobility across the region,particularly in the formof the China-ASEAN100,000 Youth Exchange Program.In addition,the quality of education throughout the region can clearly be enhanced by the exchange of senior academics and scientists.Butwe recommend that those involved in such exchange programs be provided with adequate support structures so they can be properly acculturated and acclimatized to their host countries.

And while we agree that basic education should be universal,we feel that higher education should be as selective and quality conscious as possible.In this regard,we observe that our region sorely lacks a dialogue and consultative mechanismthat can take into account the educational features of each Asian country,focus on the study of Asian educational reformand development,and facilitate communication and exchange.

Since Asian countries represent varying levels of development,the principle of equity should ultimately determine how standards are upgraded.ThePhilippines considers the Guiyang Statement a critical and encouraging step in the process of elimination of educational imbalances among Asian countries,the consolidation of educational resources across the region,and the strengthening of educational exchanges between and among them.Perhaps it is necessary to expand the reach of this kind of initiative to East Asia,for our common and greater good.

With these policies in place,our competitive advantage as a region should be greatly enhanced.Our exchanges should also result in a common reservoir of best practices and increase our potential to work more efficiently and effectively under conditions of peace,harmony and mutual tolerance.In this connection,those of us in the influential sector should also develop and encourage lifestyles leading to reduced carbon footprints so we might all contribute to a greener Asia.

The Philippines is committed to working with all the countries represented in this Forumin embarking upon themany profound tasks and meeting themany challenges ahead of us as higher education institutions in the fast-changing landscape of East Asia.Together we will play a guiding role in the process of empowering our peoples towards building a more fulfilling personal lives and stronger nations and,consequently,a more prosperous,more connected,more harmonious East Asia.

傅查利,1960年11月出生于马尼拉;2002年获新加坡国立大学东南亚研究硕士学位,2009年2月至今担任菲律宾驻重庆总领事馆总领事。历任菲律宾外交部亚太司北亚处处长、菲律宾外交部亚太司副司长、菲律宾驻泰国大使馆公使/总领事、联合国亚太经济与社会委员会副常驻代表等职。
