建立一个现代的高水平的教育体制
谢谢主席先生!
各位尊贵的来宾,女士们、先生们,我首先要代表缅甸的教育部,尤其是向中华人民共和国教育部和云南省教育厅表示衷心的感谢,感谢邀请我参加这次论坛,并给予了盛情款待!同时,我也想借此机会,特别地感谢“东亚峰会高等教育合作论坛”组委会,感谢你们致力于推动东亚国家的高等教育的合作。
我们现在已经进入了21世纪,全世界正在向一个信息化时代迈进,向知识时代迈进,向教育时代迈进。在教育时代,全民教育要满足人类的学习需求,“全民教育”这个概念已经成为我们当今每一个人的需求和关注的重点。所以人力资源的开发,已经成为当今人类社会极度重视的一个工作重点。
女士们,先生们,在缅甸,缅甸的教育部有一句口号,就是要建立一个现代的高水平的教育体制,而且采取有效的措施,实施正确的战略,充分地把握国家教育发展的机遇,进一步提高教育的质量。我们认为这是至关重要的,它是实现社会发展、稳定、繁荣、现代化的一个最重要的基础。
所以,我们也是非常地期待,也是充满着热情来具体地实施我们的目标。我们通过进一步的研究、进行思想的分享、经验的分享,来实现这个目标。
在缅甸,2001年的时候,第一,我们就发起30年的教育发展规划,它是从2001年到2030年,我们建立了12个愿景,30个项目。第二,是利用基础;第三,扩展科研的范围;第四,进行终身学习的构建;第五,推动教育质量的改进;第六是维护国民身份的认同感和价值观。
在这个过程当中,它的制定是基于治理开放性的教育系统。在这里我们举办了一系列的研讨会,都是在1997—2002年之间建立的。这些研讨会,对建立一个高等教育体系发挥了重要的作用,它可以满足我们人力资源提升质量的需求;满足我们的高等教育挑战的需求,同时也满足我们学习新模式的不断涌现的需求;更好地适应现代化经济的需求。
为了更好地促进现代化,我们的教育发展规划,已经跟国家的四年发展规划进行了整合。它进一步促进了教育的转换,建立与高等教育之间的联系和合作,这样才能更好地充分把握本地两种资源的高等教育。这些协作一般都是以谅解备忘录的方式出现,包括论坛、座谈、研讨会等等,还有联合的科研项目,或者是有外国人员参与的奖学金资助项目。
女士们,先生们,缅甸会进一步促进高等教育合作的各种项目,在“10+6”的东亚峰会的框架下开展合作,可以使我们充分地把握机遇,分享经验和思想,进一步推动教育和发展。我坚信“东亚高等教育合作论坛”将会发挥积极贡献,会促进“10+6”国家的交流。我也衷心地希望在中华人民共和国教育部的领导下,以及云南省人民政府的领导和支持下,“东亚高等教育论坛”以及相关的活动将会取得圆满的成功,也会更加积极地实施各教育方面的合作。我也感谢中华人民共和国人民政府和云南省人民政府,我要特别感谢东亚“10+6”国家的代表,你们参与的精神。

Mr.Chairman,
Dstinguished Delegates,
Ladies and Gentlemen,
I would like to expressmy warmest appreciation to the Ministry of Education of the People's Republic of China and theDepartment of Education of the People's Govemment of Yunnan Province for kind invitation and warmwelcome extended tome and for the excellantarrangementsmade for the successful holding of this important forumin Kunming.
I also wish to take this opportuntty to express my gratitude to the Organizing Committee of East Asia Summit Higher Education Cooperation Forumwith the aimof promoting the higher education cooperation in East Asian countries.
On entering the Twenty First century,the whole world is advancing from the information age to the knloedge age,that is,the Education age.(www.xing528.com)
In the Education age,“Education for all”is meeting the basic learning needs of human beings.“Education for all”becomes the cause and concern of each and every individual in reality.
Consequently,Human Resource Development is being given emphasis and priority in today's human society.
In the Union ofMyanmar,the Ministry of Education in consonantwith the motto building a modern,developed nation through education,has adopted an effective agenda and appropriate strategies to harness education for the advancement of the nation.The uplift of education quality is regarded and accepted as the most important,fundamental and decisive factor for the stability,perpetuity and modernity of the country and the people.
It is our honest desire and fervent hope that all those concerned could practically implement the aimsuccessfully through further research and sahring of ideas and experiences among the participants of this forum.
In Myanmar,Thirty-Year Long-TermEducation Development Plan was launched in 2001 and it covers the period from2001-2002 financial year to 2030-2031 financial year.There are 12 visions and 36 programmes in Higher Education Sub-sector of the Thirty-Year Long-TermEducation Development Plan for the Following areas:
1.Human Resource Development;
2.Utilization of Technology;
3.Expansion of Research;
4.Development of a Lifelong Learning Society;
5.Promotion of the Quality of Education;
6.Preservation of National Identity and National Values.
The component of the plan for the higher education sub-sector was formulated to develop an open education system.
The Seminars related to the promotion of higher education held between 1997 and 2002 are importantmilestones in the annals of the education sector. Those seminars had a great impact on the crafting of higher education to satisfy the damand for better qualified human resource to meet the new challenges stemming fromthe increasing demand for higher education,the emergence of newmodalities of learning and the need to bemore responsive to the needs of amodernizing economy.
To betetr facilitate education promotion endeavours,the thirty-year plan has beenmerged with the special four-year plan.Itgave impetus to higher educations to formlinkages and collaborations with international higher education institutions and research organizations in order to harness both local nad foreign sources for the development of higher education sub-sector.
These collaborations were in the forms of MOUS,training programmes,workshops and seminars conducted by foreign institutions,joint research programmes and invitations to participate in scholarship programmes abroad.
Myanmar will continue its participation in promoting the higher education cooperation and development programmes being undertaken in the(10+6) countries within the East Asia Summit Framework.
The enhanced higher education cooperation among the East Asian countries provides their education sectors the opportinity to share experiences and ideas and boost the education development activities.
I amconfident that East Asia Summit Higher Education Cooepration Forum will contribute to facilitate the exchanges among the East Asia(10+6)Countriesmore effectively than before.
I sincerely hope that under the able and eise guidance of the ministry of education of the People's Republic of China and the People's Government of Yunnan Province,East Asia Summit Higher Education Cooperation Forumand the related activities will be sucessful and enable us to implement future programmes.
I wish to take this opportunity to thank the Governmentof the People's Republic of China and the People's Government of Yunnan Province and the delegates fromthe(10+6)countries for the cooperation and support that they have extended to this forum.
