摘要：
当前，中国正处于城市化和工业化快速发展的阶段，在快速城市化的进程中，伴随着如火如荼展开的城市建设活动，自然山水、人文历史环境也遭受了破坏，城市本身也存在诸多严重的问题。此外，由于西方模式化的城市建设方式的引入，导致城市的整体景观意象趋于同质，城市原有的特色风貌受到巨大冲击。为了优化城乡综合环境，全国各地开展了城乡环境的综合治理，在这样的背景下，对城市风貌规划与设计加以深入的探讨与研究已十分必要。
论文以城乡综合环境治理背景下的城市风貌规划与设计为主要研究方向，意图将建筑学、城乡规划学、生态学等多学科知识进行融合；通过分析风貌设计的相关国内外理论与经验，分析现在城市的发展问题和风貌设计中存在的不足；以平昌“酒乡路”特色风貌规划设计为研究对象，尝试通过研究平昌县的城市历史、山水景观风貌的规划策略，探讨在知识经济全球化的冲击下，如何构建历史、地域特色鲜明的城市风貌，如何结合城乡综合环境治理寻找符合现实情况的城市风貌设计的思路与方法。
论文首先总结概述了城市风貌规划，对已有的国内外城市风貌规划的相关理论和实践案例进行了总结，并以巴黎香舍丽榭大街和重庆中山四路的城市风貌改造为例，分析城市风貌规划建设实践所取得的成果和经验，为城市风貌设计探索提供理论基础和现实依据。其次，对城市风貌的相关概念进行归纳总结，提出对城市风貌的定义，明确城市风貌的构成要素，并探讨时下出现的城乡环境综合治理及其与城市风貌的关系；同时，针对城市风貌规划本体，对风貌规划的目标体系进行研究，明确进行城市风貌规划的策略与方法，为之后的规划设计研究提供理论依据。
其后，分析了四川平昌县城的历史沿革和地理区位，以及其城市风貌特色和现状中存在的问题，对平昌县城现阶段所进行的城乡综合环境整治的相关内容、目的和方法进行阐释。在此基础上进行平昌“酒乡路”特色风貌规划设计实践，通过细致分析该设计的总体构思、设计要素和建筑景观设计等，为城乡综合环境治理下的城市风貌规划设计探索提供典型例证和实践依据。
最后，对城乡综合环境治理背景下的城市风貌规划设计进行总结、思索和展望。城市风貌特色的构建是一个长期系统的过程，包含旧城区的改造与重建、融合与特色，新城区的定位与发展、继承与发扬等。选取“酒香路风貌改造”案例，为整个平昌乃至西部这一类城市的“旧城”发展建设、特色风貌打造提供清晰的设计思路与方法，希冀促使我国城市风貌朝着更加特色鲜明、生态人文并重的方向发展。(www.xing528.com)

ABSTRACT：
At present，the urbanization and industria ization rapid y acce erate in China．In the process of rapid urbanization，a ong with urban construction activities，the natura andscape，cu tura and historica environment has been damaged．At the same time，the city itse f a so has encountered many serious prob ems．In addition，due to the introduction of theWesternmode ，the overa andscape of the city tends to show the simi arity and the characteristics of the origina sty e undergo a huge hit．In order to optimize the integrated urban and rura environment，the government carries out a comprehensive regu ation of urban and rura environment in the who e country．Under this circumstance，it is essentia to do a study of urban and rura andscape p anning and design．
The thesis regards andscape p anning and design as the main research direction in accordance with the comprehensive regu ation of urban and rura environment．With themu tidiscip inary know edge of architecture，urban and rura p anning，eco ogy and so forth，the thesis aims to ana yze the prob em of city deve opmentand deficiency in sty e design though a review of theoretica and empirica researches on andscape design at home and abroad．This thesis takes Jiuxiang Road in Pingchang County as a case study of cityscape p anning and design．Itmakes an attempt to ana yze the Pingchang history， andscape sty e and the p anning strategies app ied for natura andscape．Though the above survey，the thesis proposes amethodo ogy of constructing a regiona history and a unique cityscape under the impactof g oba ization and ideas of cityscape p anning in accordance with the rea ity and the comprehensive regu ation in urban and rura environment．
This thesis first summarizes the re ated theories and practices of the existing urban andscape p anning athome and abroad and further specifies the two reconstruction examp es of Champs E ysees Street in Paris and the Zhongshan Fourth Road in Chongqing so as to ana yze the achievements and experience of the cityscape p anning and provide theoretica and practica basis for the cityscape design exp oration．Second y，this thesis summarized the re ated definitions of cityscape，articu ates the definition of cityscape and its factors and discusses the re ationship now between the comprehensive regu ation in urban and rura environmentand the cityscape．At the same time，in view of the cityscape p anning onto ogy，the thesis ana yzes the its goa system and c arifies the strategy and method app ied in cityscape p anning，which providesa theoretica basis for the fo owing researches．
Next， the thesis reviews the Sichuan Pingchang’s history and ana yzes its geographica ocation，urban andscape features and the prob ems at present and represents current re ated content，purpose and method of comprehensive regu ation of urban and rura environment in Pingchang．On the basis of previous survey，the project is carried out through detai ed ana ysis of the design of the genera conception，design e ements and andscape architecture design，providing a typica examp e and practica basis of the cityscape of the p anning under comprehensive regu ation of urban and rura environment．Fina y，the thesis summarizes the cityscape p anning and thoughts and out ook under the background of the urban and rura comprehensive environmenta management，and the thesis faci itates cityscape deve opment towards the direction ofmore distinctive characteristics and eco ogica humanities．
