北京城市的发展由增量转向存量，历史街区面临着升级转型的现实。在历史街区转型的过程中，平衡政府目标、公共利益与公众诉求是核心问题，而公众参与是解决问题必不可少的环节。本文以历史街区转型中的公众参与为立足点，梳理国内外相关理论及其发展，对公众参与的主体、客体、范围、过程、结果进行定义，并且搭建了用于评估公众参与的理论模型。此外，本文以南锣鼓巷街区作为案例进行研究，向各类公众及政府人员发放调查问卷、进行访谈，逐渐了解到南锣鼓巷街区公众参与机制的全貌。最后，采用实地调研的方式对该街区的公众参与状况进行评估，指出存在的问题并给出相关建议。

ABSTRACT
Beijing’s urban planning has changed from incremental to stock planning，and historic blocks are facing the fate of upgrading and transformation.In the process of Historic District transformation，balancing government objectives，public interests and public demands is the core issue，and public participation is an indispensable link to solve the problem.Based on the public participation in the transformation of historical blocks，this paper combs the relevant theories at home and abroad and their development，defines the subject，object，scope，process and result of public participation，and builds a theoretical model for evaluating public participation.In addition，this paper takes Nanluogu Lane block as a case study，and sends questionnaires and interviews to all kinds of public and government personnel.It gradually learns the whole picture of public participation mechanism in Nanluogu Lane block.Finally，it evaluates the public participation of the block by fi eld research，points out the existing problems and gives relevant suggestions.
