摘要
随着新闻出版体制改革的不断深入,非公有出版组织的发展进程亦逐步加快。但相对于政府主管部门的政策要求而言,学术界对此问题的相关研究却比较滞后。尤其是针对非公有出版组织的产权问题,学术界还没有进行过较为深入的研究和分析。本文试图从产权的角度对我国现有的非公有出版组织进行分类,并根据不同产权形式的优缺点,对非公有出版组织发展过程中的产权改革提出建议。
本文分为绪论、非公有出版组织的界定、发达国家非公有出版组织产权分析、我国非公有出版组织的准入政策及产权分析、对我国非公有出版组织产权改革的建议等五章。第一章首先对涉及非公有出版组织相关的政策文件进行梳理,进而指出研究非公有出版组织的四点意义。其次对我国现有非公有出版组织的研究成果进行综述性梳理,最后是对本文研究所涉及的相关产权理论进行概括,为后文研究提供理论支撑。第二章借助非公有经济组织的概念对非公有出版组织进行界定。在明确了非公有出版组织的概念边界后,对其与民营出版组织和公有出版组织的关系进行了分析。第三章对国际大型出版传媒集团和日本中小型出版组织的产权形式及其优劣势进行了分析,以此为后文中对非公有出版组织的产权选择提供一定的借鉴。第四章先对我国非公有出版组织的行业准入政策进行分析,继而将我国的非公有出版组织产权现状分为三类,分别对这三种产权情况进行优劣势分析,最后以磨铁图书有限公司为其中一类产权的典型案例,对其进行了研究。最后一章针对我国非公有出版组织的现状,从宏观层面和微观层面分别提出了改善建议。宏观层面通过对控制权、税收、信贷、“走出去”战略四个方面进行分析,微观层面上从非公有出版组织产权形式的选择、股份制公司是否需要上市以及与国有出版集团如何合作等三方面进行论述。

Abstract
As the non-public publishing organization development increasingly active today,China’s General Administration of press and publication for non-public publishing policy documents was frequently issued,but the academic circles for non-public publishing research is still relatively backward.Especially for property rights problems of nonpublic publishing organization.This article attempts from property rights of non-public publishing organization classif ication,and according to the advantages and disadvantages of different forms of property rights.In the hope of giving some suggestions of nonpublic publishing organization.
This paper is divided into five chapter:introduction,the defining of nonpublic publishing organization,property rights analysis of developed country in nonpublic publishing organization,China’s non-public publishing organization accessing policies and the property right analysis,the reform proposal of property right on China’s non-public publishing organization.The f irst chapter of introduced the relevant policy documents,and four meanings in researching non-public publishing organization.Then introduced the theory of property right.The second chapter with the aid of the nonpublic economic organizations and concept of non-public publishing organization.As China’s non-public publishing organization has no definite concept,this chapter makes a clear concept of non-public publishing organization.When concepting is done,we analyzed the relationship between non-public publishing organization and private publishing organization,non-public publishing organization and public organization.The third chapter is on large publishing media group and the Japanese small publishing organization.In this chapter property advantages and disadvantages are analyzed.The fourth chapter iinduced admittance policy,and analysised the status of our non-public publishing organization property right.After study,the property rights is divided into three types.In the last chapter,we giving some proposal to the non-public publishing organization.From macroscopical level and microcosmic level.The macro level through to four aspects:the control rights,taxation,credit,going out strategy carries.the micro level from the non-public publishing organization property right form of selection,jointstock company or not,and joint the publishing group cooperation or not.
