2017年6月20日，科技部、国家卫生计生委、四川省人民政府签署协议，三方以成都天府国际生物城为主要依托，建设成果转移转化试点示范基地。并提出将建设“四大平台—四大支撑体系”，即新药创制全链条技术创新大平台、新药创制成果交易平台、新药创制产品申报暨评价平台、新药创制成果临床应用四大平台，构建政策支撑、金融服务、人才培养、推广带动四大体系，推动重大新药创制成果在四川的转移转化。
高校、医院、企业产学研一体化合作，已成为医药研发应用领域的普遍合作模式。生物城通过院校研究型机构理论创新发展，推动构建省市GCP联盟实现技术创新，整合创新性企业、国际医院资源发展科技产业，构建产学研联动、院校企地融合的三类创新发展空间与“科研+教育+临床”的知识中心。
生物医学材料产业技术研究院、国家新药研发（成都）综合技术大平台、加拿大全球药物商业化中心（GDCC）中国中心等项目相继落户。2021年，四川省药品监督管理局成都天府国际生物城工作站也正式挂牌成立，为企业开辟审评、审批、检验检测绿色通道，降低时间成本。
经过四年多努力，试点示范“一基地、四平台、四体系”建设取得阶段性成效。生物城已入驻的公共服务平台有27个，从科学研究开发、检验检测认证、知识产权、科技金融、供应链管理、技术转移、科技咨询的“一站式”生物医药科技服务体系正不断完善。

On June 20, 2017, the M inistry of Science and Technology（MOST）, the National Health and Fam ily Planning Comm ission（NHFPC） and Sichuan Provincial People’s Government signed an agreement under which the three parties, primarily leveraging Chengdu Tianfu International Biotown, w ill jointly build a pilot and demonstration base for the transfer and translation of research results. The three parties also proposed to establish “four platform s and four support system s”, i.e. the W hole-chain Technological Innovation Platform for New Drug Discovery（NDD）, the NDD Achievement Trading Platform, the NDD Product Application & Evaluation Platform and the Clinical Application Platform for NDD Achievements, as well as a policy support system, a financial services system, a personnel training system and an extension and promotion system. These platforms and systems are designed to promote the transfer and translation of major NDD achievements in Sichuan.
Built on the theoretical innovation and development of colleges, universities and research institutions, the bio-town works to drive technological innovation at GCP unions at provincial and municipal levels, and pool innovative businesses and international hospital resources to develop technology. In doing so, the bio-town aims to build an innovative development space, characterized by industry-academ ia-research interaction and university-business-local government integration, and a know ledge center that combines sci-tech research, education and clinical practice.
Over the years, the bio-town has brought in a range of projects including the Biomedical Materials Industrial Technology Institute, the National New Drug Development（Chengdu） Integrated Technology Platform and the Global Drug Commercialization Center（China）（GDCC China）. The off ice of Sichuan Medical Products Adm inistration at Chengdu Tianfu International Bio-town was also inaugurated to provide easy access to review, approval, inspection and testing, which helps reduce time costs.
The bio-tow n, now w ith 27 public service platform s, is im proving its one-stop biomedical technology service system that covers sci-tech R&D, inspection, testing and certification, intellectual property, sci-tech f inance, supply chain management, technology transfer, and sci-tech consultation.
