成都芯谷产业功能区规划建设面积44.8平方公里，作为双流的城市之芯、产业之芯、生态之芯，坐拥万亩花田，教育、医疗、文娱、商贸、交通配套设施齐备。

CDICV, with a total planning area of 44.8 square kilometers, is Shuangliu’s urban, industrial and ecological core. Sitting alongside a 10,000-mu patch of flower field, CDICV boasts a full range of supporting facilities in education, health care, cultural and recreational activities, commerce, and transport.

Follow ing the philosophy of innovative, coordinated, green, open and shared development, Chengdu IC Valley is comm itted to driving the synergy between industries along the value chain and creating a new grow th pole for China’s IC industry. This requires high-end design professionals, advanced manufacturing which is the core, and a focus on collaborative innovation between IC design, software and hardware providers.

To drive industrial development, Chengdu IC Valley has established an industrial service system featuring one platform and eight centers, i.e. the Smart City Cloud platform, as well as the Innovation and Startup Service Center, Adm inistrative A ffairs Center, Energy Service Center, Human Resources Service Center, Public Facilities Maintenance Center, Financial Services Center, Public Technology Service Center and Property Service Center. Chengdu IC Valley Research and Innovation Park, the core startup area of CDICV, has been included in Chengdu’s f irst one-m illion-square-meter-class high-quality space demonstration areas. The park is designed for R&D and design, innovation translation, scene creation and community services. It is accelerating the development of IC, artif icial intelligence (A I), robotics, 5G communications, and other high-tech industrial sectors, in a bid to create a 100-billion-yuan ICT industrial cluster in Shuangliu.

目前，成都芯谷研创城聚集了华大九天、中电九天、澜至电子、成都华微、华大半导体、中电数据、中电彩虹、成都瑞迪威等一批中国电子信息产业集团旗下核心骨干企业与战略合作伙伴，落户中科院微电子所西南研究院、通信院成渝研究院等科技创新与共性技术服务平台。研创城以中国电子等头部企业为引领带动产业集聚，现已覆盖集成电路研发设计、封装测试、后端应用、行业解决方案等产业链重要环节，针对科技型企业需求与高净值人群偏好，定制式设计科创载体和建筑形态，基本形成产业发展新地标。2021年，成都芯谷研创城在成都市产业功能区领导小组第七次会议上被评价为“最有产业功能区味道、最具高品质科创空间特色、最接近心目中理想的科创空间”。

To date, the park has pooled together many key member com panies and strategic partners of China Electronics Corporation (CEC), including Em py rean, CEC Jiutian, M ontage LZ, Chengdu Sino M icroelectronics Technology Co., Ltd. (CSMT), Huada Sem iconductor Co., Ltd. (HDSC), CEC Data, China Electronics IRICO, and Chengdu Ruidi Wei Technology Co., Ltd. (RDW). A number of sci-tech innovation and public technical service platform s have also been introduced to the park, including the Institute of M icroelectronics, CAS (IMECAS) Southwest Research Institute and CAICT Chengdu-Chongqing Research Institute. W ithin the park, these top companies drive industrial clustering. The park's industrial chain has covered such key IC processes as development and design, packaging and testing, back-end application, and industrial solutions. In light of the needs of tech firm s and the preferences of high new worth individuals (HNW Is), the park tailors the designs of sci-tech innovation spaces and architectural forms. A new landmark for industrial development has basically taken shape. In 2021, at the seventh meeting of Chengdu’s Leading Group for Industrial Functional Zones, Chengdu IC Valley Research and Innovation Park was rated as “the most authentic industrial functional zone, the highest-quality sci-tech innovation space and the most desirable sci-tech innovation space”.
